Summary: Recruits, trains and monitors Type A and Type B Home child care providers and In-Home Aides, determines program eligibility for child care services, and ensures compliance with Ohio Department of Job and Family Services child care licensing and child care eligibility rules and Step Up To Quality Rules and Regulations.

Essential Duties and Responsibilities:

  1. Maintain up to date knowledge on rules through attendance at video conferences and review of on-line ODJFS manuals.
  2. Enter provider and child care eligibility data as required in state systems; Maintain computerized databases and record keeping systems.
  3. Other duties and responsibilities as directed by supervisor.

 ODJFS Child Care Licensing Duties/Responsibilities:

  1. Inspect and evaluate child care providers and make recommendations to ODJFS licensing of Type A and Type B home providers or certification process for In-Home Aides.
  2. Recommend issuance, denial, renewal, revocation, emergency closure or suspension of Family Child Care Providers and In-Home Aides.
  3. Provide technical assistance to providers to ensure developmentally appropriate programming that meets the needs of children.
  4. Research and compile information pertaining to all complaints and submit to supervisor for further evaluation and processing on appropriate actions against any provider.
  5. Conduct Step up To Quality visits and support providers to obtain and maintain rating.

 Child Care Eligibility Duties/Responsibilities

  1. Complete and process applications to determine eligibility for publicly funded child care services.  Perform daily tasks regarding the maintenance of client’s eligibility for benefits.
  2. Serve as a resource and refer parents and others to community programs and information regarding child care and development.
  3. Comply with all requirements of the child care services program.




To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.


Associate degree in Early Childhood or three years in a related field; Prefer Bachelor degree.


One year experience implementing Department of Job and Family Services licensing requirements in a classroom or licensed facility; One to three years experience entering data and maintaining computerized databases and record keeping systems.

 Additional Requirements:

  1. Initial and periodic Motor Vehicle Records checks, maintain a valid driver’s license, and maintain a safe driving record.
  2. Must have insured, dependable transportation available for daily use.
  3. Initial and periodic physical exams required.
  4. Must submit to initial and/or periodic state and/or federal criminal checks.
  5. Must submit to initial and periodic drug and alcohol testing.
  6. Ability to be reached by cellular phone during business hours and after hours.
